The PS4 jailbreak community has made incredible progress with emulation. Some developers use custom tools to wrap PS3 game files into a PKG format that a jailbroken PS4 can install. However, the PS4's internal hardware struggles to emulate the complex Cell architecture of the PS3. Even if you find a converted PKG, Black Ops 2 will generally suffer from severe lag, graphical glitches, or refuse to boot entirely.
When the PS4 was released in 2013, its architecture was radically different from the complex, "Cell processor" design of the PS3. Because of these differences, the PS4 is not backwards compatible with PS3 games. This means you can’t simply insert your old Black Ops 2 disc, nor can you download a digital copy and expect it to run.
