Salvador Mosqueira Roldán was born in Mexico City on February 19, 1914. From 1931 to 1935, he studied at the prestigious Escuela Nacional de Ingenieros, housed in the historic Palacio de Minería, where he earned the title of civil engineer in 1936. True to a tradition of Mexican engineers who acted as key promoters of the exact sciences, Mosqueira began teaching as an assistant in 1934. This dual identity as both an engineer and an educator would define his career. He dedicated years to teaching physics, chemistry, and cosmography at the Escuela Nacional Preparatoria, where he was also head of the physics department and a technical advisor.
