Navigate to your installation media, find the folder named "SQL SERVER 2000 SP4 FOR WINCC V6.0" (or similar), and run the setup. DO NOT use a standard SQL Server 2000 CD from Microsoft. This is a special, customized version for WinCC V6.0. Accept all defaults and allow the installer to reboot your PC if prompted.
